About the job

Twilio is seeking an experienced and dynamic Director to spearhead our Carrier Relations team across Latin America. This role is pivotal in ensuring seamless communication services, driving a localized supply strategy, and fostering strategic partnerships with regional carriers. Working closely with cross-functional partners—such as Sales, Product, Commercial Legal, Regulatory— you will align market demand with local carrier capabilities to power Twilio’s growth in the region. The ideal candidate brings a robust background in telecommunications, deep expertise in LATAM regulatory environments, and a track record of building high-performing teams.

Responsibilities

In this role, you’ll:

  • Team Leadership: Lead and mentor a team of carrier relations specialists across LATAM, fostering a collaborative, high-performance, and region-aware culture.
  • Sales Alignment & Demand Strategy: Partner closely with Sales and Product teams to analyze market trends, understand customer demand, and co-develop country-specific supply strategies tailored to individual LATAM markets.
  • Carrier/Supply Partnerships & Negotiation: Develop and maintain strong, strategic relationships with regional and local carriers and other suppliers to secure cost-effective solutions, expand coverage, and optimize service delivery.
  • Regulatory & Market Intelligence: Navigate complex local telecommunications regulations and upcoming policy changes to proactively adapt Twilio's supply strategy and maintain strict compliance across all LATAM territories.
  • Performance & KPI Management: Implement and monitor localized KPIs to assess supplier performance, route quality, and cost efficiency in alignment with regional business goals.
  • Operational Execution: Act as an escalation point to resolve regional carrier/supplier service issues, minimizing operational disruption and maintaining high service reliability.

*Required:

  • Minimum of 10 years in the telecommunications services industry, with at least 5 years in a leadership role managing carrier relations.
  • Deep expertise in LATAM telecommunications markets, local carrier ecosystems, and regional regulatory environments.
  • Proven experience collaborating with Sales and Go-To-Market teams to align infrastructure/supply strategy with revenue demand.
  • Strong negotiation, influence, and communication skills in complex multi-country environments.
  • Data-driven, analytical approach to decision-making and route optimization. 
  • Fluency in Spanish, English and Portuguese.

Desired:

  • Bachelor's degree in Telecommunications, Business Administration, or a related field (Master's degree preferred).
  • Familiarity with core communication protocols and standards (e.g., SS7, ISUP, MAP, SIP).

Location

This role will be remote, and based in Colombia or Brazil.

Travel
